Review and Evaluation of WTE Facility, Disposal Options, and Refuse and Recycling Programs (City of Tulsa, Oklahoma)

The GBB Project Team was selected by the City of Tulsa to evaluate its refuse disposal options, existing refuse and recycling programs, and the infrastructure of its Waste-to-Energy facility.

Program Assessment and Evaluation

As part of this task, the team provided an in-depth assessment of the City’s existing disposal infrastructure and programs. Current infrastructure and programming were examined, along with national best management practices and techniques that, when implemented in Tulsa, would help achieve the City’s long-term sustainability goals.

Program Modeling and Evaluation

The GBB Project Team performed a financial, costing, and rate evaluation of a series of potential disposal system modifications that may be desirable for the City to implement, producing estimates of the forecasted cost of service under current and modified operations and the potential effects on the City’s charges for service. Recommendations of options for enhanced and new programs were provided in a report serving as a tool for the City when evaluating and implementing disposal options and programs today and in the future.

Waste-to-Energy Evaluation

The GBB Project Team evaluated the existing WTE facility and assessed its condition, environmental compliance, and commercial structure. The facility evaluation included a physical on-site facility inspection and a desktop review of publicly available documents, including facility operations and outage reports, facility permits, Oklahoma DEQ reports/submittals, facility steam, power purchase, ash disposal, and other agreements.
