Desiring to solicit competitive proposals from companies qualified to undertake the management, operation, and maintenance (O&M) of its Waste-to-Energy Facility upon the expiration of its current agreement, Kent County, MI, selected GBB to provide assistance and advisory services during the procurement process. GBB prepared the technical and commercial specifications and, with the County, prepared a recommended vendor list. GBB also answered vendor questions, prepared technical and commercial evaluations of the proposals, and supported the County during the negotiation process.
