GBB led the procurement process for a contractor to provide Solid Waste Transfer Station operating, transportation, and disposal services for the County, including:

• Developing and reviewing the draft Request for Proposals document;
• Assisting with the pre-proposal meeting;
• Preparing responses to questions and addenda;
• Developing criteria and the methodology to evaluate and rank proposals;
• Coordinating site visits;
• Preparing technical analysis to verify the ability to comply with, provide for, and meet the requirements of a contract period.
• Evaluating proposers’ experience and ability to perform the contract;
• Analyzing proposers’ financial capability and strength;
• Assisting with negotiations; and
• Preparing reports and presentations to the Board of Supervisors with recommendations.
