Independent Review

GBB was tasked by the County to assess the Materials Recycling Facility (MRF) and support its return to compliance. After reviewing the contract, multiple visits were made to the facility to visually inspect the MRF’s operations, maintenance, and safety protocols, and to evaluate the equipment. As part of the assignment, GBB met with County and MRF-operator staff to listen to their concerns and issues. The facility was inspected, including an on-site equipment evaluation, a review of preventive maintenance records, and a determination of the facility operator’s compliance with regular and scheduled maintenance in accordance with manufacturer and contractual specifications. The report for each visit documented observations and made recommendations for equipment repair and replacement, as well as for protocol changes. For each successive visit to the MRF, the status of the corrective actions taken was assessed, and a determination was made as to whether these actions had been successfully implemented. Improvements were seen after the first visit and progressively increased over an eighteen-month process.

Continued Monitoring

GBB is continuing to monitor MRF operations with emphasis on the new contract and operator of the site, and the improvement of the equipment and processing system. Each visit includes a memo describing the observed conditions and recommendations for improvements.
