Landfill Expansion Feasibility Study (Southeast Berrien County Landfill Authority, Michigan)

The Southeast Berrien County Landfill Authority (SEBCLA) operates an active type II municipal solid waste (MSW) landfill owned by five surrounding municipalities. The landfill provides residential and commercial disposal, residential recycling, and roll-off services. With a 9.1M cubic yard landfill expansion recommended by an engineering firm and a deficit between anticipated revenue and projected expenses, SEBCLA tasked GBB with conducting a comprehensive business analysis. GBB’s third-party review included a projection report outlining how SEBCLA can address financial shortfalls associated with the landfill expansion and an opinion on future direction.

After an intensive discovery and analysis period, GBB conducted an operations review, a review of the expansion feasibility study, a financial analysis (full-cost accounting), an organizational review of the market analysis, a soil review, and the development of a projection report.
