Grant Research/Proposal Development for Anaerobic Digester Project (Dem-Con Companies, Shakopee, Minnesota)

Through a competitive procurement process, Dem-Con won an exclusive right to develop an Anaerobic Digester (AD) project to serve the organic waste processing needs of the Ramsey/Washington Recycling & Energy Board (R&E), a long-standing Joint Powers agency established under Minnesota law. To be an economically competitive, viable project, the joint R&E and Dem-Con private/public partnership sought $35M in grant funds by the end of Q3 2024.

GBB was retained to research and identify potential Federal and State funding sources (including loans and tax credits) for the food waste anaerobic digestion project, with a particular focus on the numerous relevant funding opportunities under the Inflation Reduction Act (IRA).

The Project Team was tasked with:

  • Identifying and articulating how the project may be suited for funding opportunities.
  • Outlining the goals, objectives, and basic principles necessary to complete the grant proposal.
  • Identifying and finalizing partnership agreements for the grant proposal.
  • Writing the grant narrative, budget, budget narrative, and additional sections as needed.

The company and its partners ultimately received approximately $35M in combined state and federal grant funding, and in early 2026, the Dem-Con HZI BioEnergy facility (also known as the Louisville Township Renewable Gas Project) broke ground with operations expected to begin in 2027.
