GBB prepared a study that analyzed the collection, processing, and markets for post-consumer mixed paper. GBB identified comprehensive recovery programs by location, population served, type of generators, amount of the recyclables collected, materials recovery facilities receiving mixed paper, and markets for mixed paper.  GBB then conducted case studies on six communities throughout the United States, each of which used different approaches to set-out, collection, processing, and marketing.  The study developed a model that projected the expansion of MRF capacity in the U.S. on a state-by-state basis.  This analysis utilized state laws and regulations promoting and/or mandating recycling to develop the probability that a state would meet its recycling goal.  The amount of post-consumer mixed paper to be recycled and the number and expansion of MRFs were also projected.
