In Harvey & Harvey v. County of Chester, Pennsylvania et al., a private hauler sued to take waste to disposal facilities in other states.  As defendant expert, GBB reviewed the public policy facts that led up to the Authority’s formation and implementation of its facilities and services.  GBB prepared extensive documentation, briefed the Authority’s legal counsel, and served as an expert witness regarding the solid waste industry in Pennsylvania and the United States, the competitive facilities and regulatory environment prior to, during, and following the implementation of the Chester County Solid Waste Authority’s facilities, and the planning and public policy environment at the state and national levels during those periods.  GBB’s data and guidance were important in structuring the Authority’s defense and the court ruled in favor of the Authority.
