GBB, as a subcontractor to Raftelis Financial Consultant, Inc., provided solid waste rate benchmarking, rate development, and financial planning to Montgomery County, Ohio. The Project Team identified and presented the rates allowed under Ohio Revised Code Sections 343 and 3734, outlining various rates permitted by Ohio law and their intended purposes. The GBB Project Team also researched and presented the rate structures used by other solid waste districts within Ohio and across the nation. Those rates and fees were presented as options and opportunities for the County to consider. A computer model was developed to evaluate revenue requirements and perform operational and capital financial planning, review customer classifications, and calculate rates.
