Full Cost Accounting Review and Benchmarking (Prince George’s County, Maryland)
As part of a wide-ranging review of the Prince George’s County Waste Management Division (WMD), the GBB Project Team used financial and budgetary information gathered during a recent Business Plan for Solid Waste Disposal Capacity project performed for the County to compare the cost of programs and services provided by the WMD to those of Montgomery County, MD. Key demographics were benchmarked to compare the performance metrics of solid waste management programs and services, while accounting for differences in geographic location, population, waste stream characteristics, and fiscal conditions. The GBB Project Team also provided the County with its opinion and analysis of the County’s programs and services that are higher than those of Montgomery County.
A Full Cost Accounting (FCA) review was performed by the GBB Project Team, requiring a significant compilation, analysis, and re-allocation of the County’s costs to present a realistic picture of costs based on the adopted budget. This was then used to analyze the possibility of changing or adjusting programs and services.
