Fairfax, VA (April 10, 2012) – Gershman, Brickner & Bratton, Inc. (GBB) announced today that it has been selected by Madera County, CA, to perform a third-party review of the County’s solid waste system, provide recommendations for improvements, and assist with a procurement process, including developing Request for Proposal (RFP) document(s), evaluating proposals, and assisting with negotiations.

The County recently decided to terminate its contracts for solid waste collection in the unincorporated areas below 1000 feet and operations of the Fairmead Landfill, Mammoth Materials Recovery Facility, household hazardous waste facility, and North Fork Transfer Station. As a result, GBB will assist in the fast-tracked strategic plan development and procurement process for a new contractor in order to ensure a cost-effective operation.

“We’ve been impressed with GBB’s quick grasp and understanding of the challenges we face, the suggestions provided, and the approach they recommended,” said Eric Fleming, County Administrative Officer. “They have a combination of national expertise and understanding of the solid waste management landscape in California that will benefit us, we believe. Right off the bat, we felt that they could come out of the gate running and provide valuable assistance.”

“Procurements are not without challenge, and they require extensive planning, intense focus, and a tireless effort with the many stakeholders involved,” noted Harvey W. Gershman, GBB President. “As a change agent, with a deep understanding of the waste management and recycling industry, GBB will be able to help Madera County as they navigate the procurement obstacles and advance into successful implementation.”

GBB’s procurement experience includes preparing RFQs and RFPs (including contracts and/or contract provisions working with legal counsel) for various services and facilities; evaluating vendor responses; recommending a preferred vendor or ownership financing strategy; negotiating contracts; assisting with bond offerings; developing test protocols and review criteria; and monitoring construction, performance testing, and operations.

GBB has assisted many communities in procuring services and facilities that yielded increased efficiency, reduced and stabilized costs and/or enhanced revenues, and substantially elevated waste diversion through reuse and recycling. GBB’s recent procurements of collection, transport, processing, and/or disposal services for such clients as the City of Fort Wayne, IN; City of Fort Worth, TX; City of Santa Monica, CA; City of Baton Rouge, LA; Metropolitan Nashville and Davidson County, TN; City of Portland, ME; and the City of Pontiac, MI are among the most comprehensive and far reaching of any U.S. communities and are expected to provide millions of dollars in cost reductions and significant increase in recycling rates compared to their prior systems and programs.

Madera County, California is located in the Central Valley and Sierra Nevada, approximately 30 miles north of Fresno. The County spans approximately 2,200 square miles and includes the Cities of Madera and Chowchilla. The northeastern part of the County includes the southern portion of Yosemite National Park.
