Fairfax, VA (October 25, 2014) – Gershman, Brickner & Bratton, Inc. (GBB) announced today that the City of Fort Smith, AR, has issued a Request for Proposals (RFP) seeking one or more firms to provide a satellite aggregation processing center system for recyclable materials delivered by the City in order to enhance its recycling efforts. GBB is assisting the City with this procurement.

Proposals are due on November 10, 2014, after which the City will evaluate and award a Service Agreement to the most responsive and responsible Contractor(s) for the sale and proper distribution of recyclable materials. The evaluation of Proposals will also consider factors that include, but are not limited to, experience, past performance, the location of the Materials Recovery Facility (MRF) site(s) and the travel distance between the site and the recycle pick-up points within the City.

“We want to encourage more participation in our recycling program, expand the list of materials recycled, and increase the tonnage of recycled materials in a cost-effective manner as well as generate revenue opportunities,” noted T. Baridi Nkokheli, Director of the Fort Smith Department of Sanitation. “With the assistance of GBB, who has extensive expertise in managing win-win procurement processes that yield considerable benefits to their public-sector clients, we are confident that we’ll get proposals providing a full breadth of market opportunities for all of the materials collected by the City and obtain the best financial position of the City based on the materials value.”

GBB’s role in the procurement process includes providing assistance in developing a RFP document and evaluating/ analyzing the proposals received.

“GBB has helped evaluate bids and proposals from private-sector entities across the country and we know the approaches, philosophy and baselines costs for the services,” said Terry Schweitzer, GBB Vice President and Project Manager for this assignment. “As we analyze the proposals, we will identify where the City stands to benefit most in the short and long term in order to ensure that they reach their goals.”
