Mr. Dunlop has 25 years of experience in waste reduction, recycling, and materials management initiatives. With a track record of optimizing waste diversion efforts through public-private partnerships, educational campaigns, and operational efficiencies, he enjoys solving complex materials management issues.

He has extensive expertise in developing and executing innovative waste management strategies, managing multi-million-dollar contracts, developing grant proposals, and securing grant funding for capital projects. He’s also proficient in budget administration and financial oversight, familiar with the procurement process from RFP development and proposals review through contract development and project implementation and management.

Dunlop has used his circular economy experience to lead cross-functional teams, implement policy changes, and build community engagement in ways that motivate behavior change.

Prior to becoming a consultant, he was Waste Reduction Administrator and Commercial Recycling Specialist for over 12 years with Athens-Clarke County, GA, where he achieved results by building and leading award-winning teams, finding consensus and emphasizing community partnerships – always with measured outcomes. He also identified and secured grant funding to improve infrastructure and leverage operations.

Before that, for 12 years, he served as a Program Coordinator for the state of Georgia where he developed solid waste management plans for rural and urban communities; wrote Georgia’s required Solid Waste Management Annual Report; managed the state Recycling Markets Directory; built grant programs based on findings of a statewide waste characterization study; and approved local government plans. He was also a trainer for multiple solid waste planning workshops, empowering local governments to craft their own successful plans.

In 2019, he was recruited to present to the U.S. Senate Recycling Caucus, where he described the needs of local government waste reduction programs.
