Fairfax, VA (July 11, 2013) – With the assistance of Gershman, Brickner & Bratton, Inc. (GBB), the City of Iowa City plans to release a Request for Proposal (RFP) on or about July 15, 2013, for an alternative solid waste facility operating in partnership with the current City-operated landfill, which has historically received about 100,000 tons of solid waste per year. The scope of the RFP and project includes developing a solid waste receiving facility on a City-provided location at the City Landfill with a multi-year operations contract for the transfer and/or on-site processing of the waste received at the Landfill.
Instructions for submitting the proposal and complete requirements and information must be obtained on the City’s website. Addenda will also be posted to that website. It is the proposer’s responsibility to check the website for all updates. A mandatory pre-proposal conference will be held at 10 a.m. CDT on Thursday, July 25, 2013 at the Iowa City Landfill located at 3900 Hebl Avenue SW, Iowa City. After the conference, attendees will have an opportunity to tour and view the Iowa City Landfill and Recycling Center and related site facilities.
The City will receive proposals before 4 p.m. CDT, Thursday, Sept. 12, 2013 for solid waste management-related services which may include: (a) the long-term alternative for receiving and transferring up to 100% of the waste currently disposed of at the City’s Landfill, (b) providing, in part, intermediate processing services for recyclables removal as part of a long-term alternative based on the Iowa Department of Natural Resources’ Solid Waste Management hierarchy, and (c) the transfer of non-recyclables to a third-party private waste-to-energy conversion facility that is not located at the Landfill.
