Fairfax, VA (January 20, 2017) – Gershman, Brickner & Bratton, Inc. (GBB) announced today that the City of Fort Wayne, IN, has released an Invitation to Bid (ITB) for Integrated Municipal Solid Waste and Recycling Management Contracts – specifically, for curbside collection of single stream recyclables; curbside collection of Municipal Solid Waste (MSW); and, processing of collected recyclables. As per the ITB, one or more contractors will be selected to collect MSW, collect recyclables, and process recyclables. Disposal is not part of this bid process. The two collection contracts will be for a seven-year term with one three-year extension; the processing contract will be for either seven or 10 years, depending on the bids provided.

The deadline to submit responses to the ITB is Wednesday, March 8, 2017, with a mandatory pre-proposal conference to be held in Fort Wayne on Friday, February 3, 2017 at 9 a.m. local time (Eastern).
“As the Solid Waste Manager, I’m always looking for ways to improve service while making sure it is efficient and beneficial for residents,” said Matt Gratz, Solid Waste Manager, City of Fort Wayne. “GBB’s previous assistance in bidding our current contract not only improved service for residents, but lowered monthly user fees by more than a dollar a month.” He continued, “From understanding the ever-changing industry to understanding our community needs, GBB’s insight helps us succeed and providing high quality service at an affordable price.”
Through service contracts, the City currently provides collection and disposal of MSW for about 81,000 households, including both single-family dwellings and multi-family dwellings, and collection and processing of Recyclables for about 71,000 households. GBB assisted the City with drafting the ITB, and will participate in the pre-bid conference, review bids, participate in interviews, and provide recommendations and assistance with negotiations and contract finalization.
“We have worked with Fort Wayne since 2010 on procurement projects to assist the City in identifying the efforts and services that fulfill the aspirations of stakeholders, and to support the City in providing the best services for the best value,” said Kate Vasquez, GBB Senior Consultant and project manager for this assignment. “Drawing on the results of recent consulting projects, the City has prepared bid documents which will provide operational clarity to bidders and a pave the way for a contract that will best meet needs of residents.”
In 2010, GBB worked closely with the City to review garbage and recycling collection programs; provide recommendations/direction for future programs; and support the procurement process. In light of the successful new program, the City won several awards for its recycling program and collection system from the Solid Waste Association of North America and the Indiana Association of Cities and Towns.
The City encompasses approximately 110 square miles and has a population of 260,326, according to the U.S. Census Bureau. It is the second-largest city in Indiana.
