As a result of GBB’s activities in the U.S. Composting Council, researching solid waste compost options for clients, and preparing papers for industry conferences, it became clear that the various states were approaching regulating MSW compost in widely divergent ways, thus discouraging interstate sales of compost products, and making technology development more difficult.  Consequently, GBB was tasked to research existing state laws and regulations and to draft model state legislation and model state regulations for the Council to use in its efforts to promote greater uniformity among state approaches.  The model state legislation and regulations are offered by the Council as their publications and to legislative staffs and regulatory officials in states developing legislation and regulations.
