Through Maryland Environmental Service, GBB was tasked with planning and managing the competitive procurement process for trash, recycling, organics and yard waste, and bulky collection services within Prince George’s County, MD. The assignment included:

• Reviewing current County collection and recycling contracts to develop a clear understanding of current services for use in the new collection Request for Proposals (RFP);
• Advising the County on key issues such as:
  • Structure of service areas;
  • Performance-based options to maintain and improve contract hauler performance;
  • Opportunities for service enhancements, data collection, and cost savings;
  • Sufficiency of in-house staffing needs to support contract oversight; and,
  • Industry best practices
• Developing the new RFP and managing the procurement process to include assisting with the evaluation of proposals and contract negotiations.
