Solid Waste Rate Study (City of Huntsville, Alabama)
The City of Huntsville tasked the GBB Project Team with:
- Analyzing the extent to which the expenses incurred by the Administration Division are attributable to solid waste collection.
- Identifying the nexus between the City’s cost of service and the individual rates it charges customers for those services.
- Analyzing the difference between the City’s cost of service and the rates for those same services provided by other similar jurisdictions.
- Analyzing the enterprise fund’s expenditures and projecting its total revenue requirement over a five-year planning horizon.
- Designing rates and developing a multi-year rate adjustment plan that will achieve the enterprise fund’s revenue requirement, and meet the City’s rate-making policy objectives.
- Assisting in communicating the proposed rate adjustment to the solid waste rate committee and the City Council.
