Mixed Waste Processing Facility Assessment (Berkeley County, South Carolina)

The GBB Project Team was selected to assess the operations of a Mixed Waste Processing Facility owned by the County and operated by a private-sector entity under a public-private partnership. As part of the assignment, GBB visited and inspected the facility, and reviewed documents and financials, including assessment and review of:

  • All major MRF equipment and estimating useful life
  • Existing Preventive Maintenance Program
  • Spare Parts
  • Material flow through the System
  • Man-power allocation and Efficiency
  • Traffic Flow at Site
  • Tip Floor Capacity
  • Performance Monitoring of Operations

GBB then determined how many years of life the facility will save the landfill over the next 20 years, based on current operations, residual, diversion, and recycling market trends; evaluated the cost and viability of various scenarios (operations continued as-is; County taking over; selecting a new contractor); and provided alternatives to the current recycling program.
