John G. Carlton, P.E., BCEE,
Joins GBB as Vice President
Consultant and Public-Sector Senior Executive has over 20 Years of Solid
Waste Management Experience |
GBB
is pleased to announce that John G. Carlton, P.E., BCEE, has joined the firm as
Vice President. Based in New Jersey, he has more than 22 years of solid waste
management experience both as a consultant and in executive positions for
public-sector authorities.
Prior to joining GBB, Mr. Carlton was Client Service Manager and Senior Project
Manager at Camp Dresser & McKee, Inc., for nearly 5 years. He was the
company-wide discipline leader for solid waste planning and management, and was
responsible for client service, business development, and project management in
a multi-state region. He served as Project Director and Project Manager for
landfill baseliner and closure designs, landfill and composting operator
procurements, waste composition studies, solid waste management plan
development, waste-to-energy and landfill photovoltaic projects. Mr. Carlton
also served as Project Director for environmental site assessments,
environmental permitting, energy audits, energy conservation retrofit measures,
and water conservation and wastewater planning. Early in his career, he spent 5
years as an Engineer with Killam Associates Consulting Engineers, where he
planned, designed, permitted and evaluated industrial and solid waste management
facilities.
He also has over 12 years of experience in the public sector. As Executive
Director of the Pollution Control Financing Authority of Warren County, in
Oxford, NJ, he oversaw an integrated solid waste system comprised of a mass-burn
waste-to-energy facility, landfill, recycling program, household hazardous waste
and electronics collection program, and enforcement program with a $15 million
annual budget. A major accomplishment during his tenure was the elimination of $83
million of Authority debt over an 8-year period.
As Director of the Hunterdon County Utilities
Authority Division of Solid Waste and Recycling Services, Flemington, NJ for 3
years in the mid-1990s, he administered a $10 million annual budget and also led
the strategic planning for the County's solid waste management plan.
Mr. Carlton is a Registered Professional Engineer
in New Jersey and has a Bachelor of Science in Civil and Environmental
Engineering from Duke University.

EPRI Selects GBB
for an Evaluation of Municipal Solid Waste-to-Energy Power Plants |
GBB has initiated a detailed
engineering and economic evaluation for the use of Municipal Solid Waste (MSW)
as fuel in the generation of power utilizing various conversion technologies and
parameters for the Electric Power Research Institute, Inc. (EPRI) after being
selected through a formal procurement process. The intent of the evaluation is
to provide a current status on the technologies associated with MSW, including
performance data, cost (capital, operation & maintenance (O&M), and levelized
cost of electricity (LCOE)), and prospects for future improvement of the
technology types. The study will be part of EPRI's overall research and
development relating to the generation, delivery, and use of electricity for the
benefit of the public.
